Tillery Street Wastewater Extension – SER Infrastructure Project

CPM Texas provided full-phase Project Management services — including both preconstruction and construction — for the Tillery Street Wastewater Extension, a key off-site utility upgrade supporting the future vertical development of The Goodwin multifamily project in East Austin.

The project included upsizing approximately 1,400 linear feet of wastewater line within the active Tillery Street right-of-way, replacing the existing system with a new 14-inch gravity main. Delivered through the City of Austin’s Service Extension Request (SER) process, this infrastructure package was intentionally separated from the broader development to accelerate entitlement milestones and reduce total project costs for the owner.

CPM led planning, permitting coordination, and construction oversight while managing complex urban constraints and stakeholder communications. The strategy allowed the utility improvements to proceed on an independent track, enabling The Goodwin site to move forward with vertical construction on schedule.
